Measures of industrial, science and technology parks and industrial clusters state support.

In 2014 The Government of RF agreed the state program "Industry development and its competitiveness increase" the goal of which is stable and structurally balanced industry creation in the country and development of new innovation products markets for the economy development. One of the components of this program is "Industrial parks" subprogram which is aimed to develop industrial parks, technical parks and industrial clusters – points of economical and industrial development of the regions.

The executive agent of the subprogram"Industrial parks", whose leading role consists in favorable environment for industrial parks and industrial science and technology parks creation forming, is the Ministry of Industry and Trade of the Russian Federation. The ministry is the main authority for the state support measures provision to the managing companies and regions where industrial parks are located.

According to the order of the Government of August 4, 2015 No. 794, since January 1, 2016 new rules of state support measures provision to industrial parks operate. According to new rules the state can provide subsidies to those industrial parks and managing companies only which are included into the register of the Ministry of Industry and Trade of the Russian Federation after the check on compliance to certain requirements. Also those industrial parks with earlier signed subsidies agreements shall undergo this testing: in case of discrepancy of the most industrial park or its managing company to new requirements the received funds of subsidies should be returned to the federal budget.

After inclusion of the industrial park into the register within 3 years the managing company has the right for subsidizing of the loans interest attracted in the Russian credit institutions on creation of industrial parks and industrial science and technology parks infrastructure. Managing company can receive the compensation of about 2/3 of the credits maintenance costs, but no more than 0,9 key interest rates of the Central Bank of the Russian Federation. Thus, this program allows to lower maintenance costs of the credits for infrastructure of parks creation up to 5% per annum. In 2016 280 million rubles were provided from the federal budget for the state support measures.

Besides, territorial entities of the Russian Federation also have an opportunity to compensate costs for industrial platforms infrastructure creation. After the request approval of the region for subsidy receipt for the science and technology parks infrastructure creation included into the register of the Ministry, the incurred expenses in the amount of the federal taxes paid by residents are refunded to the region: 50% of the amount of customs duties, 50% of VAT amount, the income tax of the organizations and excises on cars and motorcycles. In 2016 4,3 billion rubles were provided for these measures.

In 2014 the Ministry of Industry and Trade of the Russian Federation together with MSP bank and Sberbank started a new credit product with special conditions for investors of industrial parks for the purpose of new industrial platforms development investment activity stimulation. The credit is issued in the amount of up to 5 billion rubles and for up to 14 years, and the size of the rate equals to 14-17% in total with support from the Ministry on compensation of 5-7%.

Also the priority tasks for 2016 include the industrial clusters projects support mechanism start. Industrial clusters conforming to requirements of the state have an opportunity to compensate a part of costs in case of joint projects implementation on the cluster's industrial output production for the purpose of import substitution. The planned amount in the budget for the funding of this support measure in 2016 makes 100 million rubles.

The support measures given above are only a part of the opportunities given by the state to industrial parks, industrial science and technology parks and clusters. In addition, to the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development, Fund of industry development, Fund of project financing etc help the projects in progress. However, as practice shows, in case of abundance of industrial parks, science and technology parks and clusters development stimulation measures it is often not easy to receive them because of requests submission and forming of necessary documents set process complexity.

For determination of the state support measures receipt for industrial projects implementation possibility it is reasonable to address to the experts having the corresponding extensive experiment on complex support rendering to industrial parks, science and technology parks and industrial clusters in case of the state help receipt. Expert support allows to increase probability of success in case of application and to accelerate process of subsidies receipt.
