Methodical seminar of the Ministry of Industry and Trade of the Russian Federation "Formation of the industrial clusters register in 2016 and changes preparation in requirements to industrial clusters"

On April 5, 2016 on the platform of Higher School of Economics National Research University the methodical seminar of the Ministry of Industry and Trade of the Russian Federation "Formation of the industrial clusters register in 2016 and changes preparation to the industrial clusters requirements" has taken place. Representatives of Minpromtorg and Ministry of Economic Development of the Russian Federation, Association of clusters and science and technology parks, and also specialized organizaions of industrial clusters, cluster development centers, executive authorities of 29 subjects of the Russian Federation and representatives of KPI Holding – Sergey Medov, Tatyana Mikheyeva and Roman Stroganov have taken part in the action.

As of 4/4/2016 Minpromtorg of Russia approved only 2 of 7 applications for inclusion into the register of industrial clusters. It is connected, first of all, with the considerable requirements imposed both on applications structure and their high-quality study and solutions of industrial clusters problems on import substitution.

Within the seminar representatives of Minpromtorg of the Russian Federation have announced changes to the Government resolution N 779 of July 31, 2015, defining requirements to industrial clusters (in particular, requirements regarding cooperation level in clusters have been lowered). The branch community has supported the amendments made allowing to simplify the procedure of inclusion into the register of industrial clusters of Minpromtorg of the Russian Federation and, eventually, to apply for measures of the state support.

According to information from official sources the provided changes will come into force in the 3rd quarter of 2016.
