Today, when the role of the financial capital in innovative projects (especially IT industries) is not always rather high and when sales can be organized with techniques of "guerrilla marketing" use, and it is possible to work directly without leaving the house, the ideas come to the forefront, and the teams – the projects creators, – is the intellectual resource Russia is so proud of.

Thus, venture funds of sowing and pre-sowing stages around the world build the work of startups assessment and their opportunity on two principles:

  • Idea level
  • Team level /li>

The first principle assumes that the idea itself is the kernel, and if it is strong, any adequate team can realize it. The second principle is the team (does the participants have a sufficient background, education, motivation and so forth): a really strong team will be able to think up or shift any project under the needs of any market.

Anyway, specific people are behind both principles, their knowledge and skills.

As for 2014 Russia ranked 49-th in the innovations rating of the UN, conceding, thus, to Malaysia, Chile and Cyprus, but advancing Greece and Brazil. At the same time, the growth of this parameter was marked and the innovative activity and the population education level correlation seems logical.In Russia the share of people aged 25-64 years with secondary professional and higher education makes 53%. It is the highest level over the countries of OECD (the Organization for Economic Cooperation and Development includes the majority of the countries of the European Union, and also the USA, Canada, Australia, etc.) where the average value is equal to 33%.

One more similar world rating having some other calculation technique (it is possible to examine it on the official site of the Development Program of the UN) – the education level Index in the countries of the world (Education Index). It is the parameter counted as an index of adult population literacy and the index of pupils cumulative share. In this rating the position of Russia is not so strong: the country ranks 36th in the world. But in the rating of the countries of the world by the level of research activity (published in 2014) our country ranks 15th.

Thus, not only "traditional representation", but also high rating positions of Russia confirm a high intellectual potential, but at the same time the same ratings display the problem issues connected with remoteness of the educational process itself and scientific activity from innovative products.

In Russia science and technology parks, business incubators, educational laboratories and other elements of studying are created to "change" similar processes today at the universities, research centers and enterprises. And, in spite of the fact that in Western Europe and the USA these initiatives proceeded that is called "from below", evolutionarily, from universities and the companies as reaction to the developing requirements, in the world there are several positive examples of these processes adjustment in the country (as a rule, in the raising countries for the purpose of ecosystem formation acceleration). In Israel, where innovations occupy about 10% of the gross domestic product, the foundation of this process was laid by a strong team of public servants and really fantastically working science.
