Strategic session "Topical issues of MSP support, business procedures monitoring, interaction of enterprises community and JSC "Federal Corporation on Development of Small and Medium-sized Business".

Victor Zhurba, The CEO of KPI Holding and Kirill Zaytsev, the Commercial director of KPI Holding took part in a strategic session "Topical issues of MSP support, business procedures monitoring, interaction of enterprises community and JSC "Federal Corporation on Development of Small and Medium-sized Business" which took place on December 8 in Moscow.

The speakers were:

• Artem Avetisyan, Director of "Noviy business" direction of ASI and Chairman of Club of leaders;
• Andrey Nikitin, CEO of ASI;
• Alexander Braverman, Head of "MSP Corporation" JSC;
• Alexander Kalinin, "OPORA ROSSII" President;
• Alexey Komissarov, Head of Business Development Fund.

 

The audience has been divided into 6 groups. Each group had its moderator. And during 6 hours brainstorming on new support instruments and small and medium-sized business development in Russia has been carried out. Each group should have thought up support measures for the following directions – finance; investment projects; promo, marketing, information support; interaction with regulators and other. Each member of a group could offer the options for each category.

Kirill Zaytsev, Commercial director of KPI Holding has suggested to resume support measure for industrial parks residents, MSP subjects implemented by the Ministry of Economic Development up to 2015 within the program of small and medium-sized business support. We will remind that this support measure involved subsidizing of the land plots repayment (real estate objects) located on the territory of industrial parks with a cost not more than 25 million rubles per resident of the park, and payment of the land plots rent (real estate objects) located on the territory of industrial parks with a cost not more than 5 million rubles.

Victor Zhurba, The CEO of KPI Holding has suggested to resume the VAT to the MSP subjects using simplified tax system working with the companies using usual taxation system given that this VAT will be used for the enterprise development of this MSP subject.

Then the group has selected criteria for support measures and has chosen one from a set of options won many votes. At the final plenary session, each of the groups moderators presented one of the measures selected by participants of the group in each section.

Proposals of businessmen included also introduction of credits availability increase mechanisms, transparent crediting procedures ensuring, creation of specialized equipment branch parks, formation of "single-window" government services line for businessmen, standards development and harmonization, etc.

More than 200 businessmen, representatives from 25 regions and experts took part in work of the strategic session.
