Regions do not develop new industries

Eight of ten Russian regions do not want to change the industrial policy. The budget of 80 percent of the territories in 2025 will be created of the same industries like today.

These are the results of the research conducted by the Center of the industry development monitoring, KPI (Key Partner & Intesco) and "Business Russia". It is presented at an exhibition "Innoprom" today.

"We asked the following questions: how do you see the industry structure by 2025? What industries shall bring the greatest income into the budget of your region? And 80 percent of regions cite approximately the same industries which create the budget basis today", - Ilya Syomin, the vice-president of "Business Russia", the director of the Center of industry development monitoring has told the "RG".

Many of them do not want to be reoriented, first of all because it is a question of development strategy of all the region and, first of all - a huge work. "As a rule, it is necessary to analyze the possibilities of the region to find new growth points", - Victor Zhurba told, the director of KPI Holding. In addition, it is necessary to have a certain political will to develop new industries not historically developed ".

Experts are sure that the government support could break the general unwillingness to change anything. "If federal authorities will prompt where to develop then it will lead to the budgets development on the federal level" –Victor Zhurba said.

On the other hand, every fifth region (20 percent) is going to diversify the economy by 2025. Victor Zhurba believes that it is due to innovations. The question is about application of new technologies in traditional industries (automation, management by means of innovative approaches and so forth). "Innovations will give good effect for any industry development. Specialists working in innovative industries, as a rule, have the raised salary; these are high-productive workplaces. In parallel, living standards of people rise therefore demand for innovative economy will remain", - he said.

The innovative industrial policy has to be realized in industrial parks and clusters. However, despite the declared industrial priorities, about 90 percent of industrial parks have "universal" specialization without focusing on the industry, they are gradually engaged in everything. Only every tenth park has an accurate orientation.

Researches have also shown that authorities and business estimate differently the factors limiting growth of industrial production. So, for about a decade authorities call the lack of money, property , plant and equipment wear, problems with personnel among the key problems of the industry development. At the same time business has other opinion - uncertainty of the economic situation, the insufficient product demand on the domestic market and nevertheless the finance shortage interfere the development.

"Authorities know not all the pressing problems of business. There are some general stereotypes which have developed among the authorities. They constantly operate with them, and industrialists face one or another problem daily and react more dynamically", - Victor Zhurba stated.

When observing in general then estimates of the business and authorities coincide, however the authorities estimate the imported analogues influence on the industrial production growth in contrast to, Ilya Syomin stated. At the same time business itself does not complain of import domination. This factor was marked by only 15% of the polled businessmen.

Estimates of production capacities load in the industry from the point of view of authorities and business in general match, however authorities are more positive. So, according to the authorities, the enterprises in the sphere of electric power production and distribution are loaded for 88 percent whereas, according to industrialists, for only 61 percent. A similar situation is marked in oil products production - 88 compared to 74 percent.
According to the authorities, processing productions need the support more, especially, machine-tool construction, automotive industry, and pulp-and-paper production and light industry. At the same time efficiency of existing industry support measures authorities estimate as low. The research will be directed to Ministry of industry and trade of Russia in the frame of "Regional industrial policy of Russia".
